HEP_CC_NEED_SUB_WITHOUT_CONST has been defined to 1 for a long time

Now a job can save a random engine, and another job can restore its
state and use the ensuing sequence without knowing which type of engine
it was.

if the file is not present.  Instead, an error message is emitted and the
engine being restored is left unchanged.

2) Implementations of instance put and get to streams (and operator<<
and operator>>) for more flexible saving of engines and distributions.

3) Corrected misleading behavior of RandPoissonQ, which would use not
only its own engine but also RandGauss::getTheEngine().
