Make 2022 scale correction more flexible: EB vs. EE

We have seen imperfect closure for the 2022 Sclae&Smearing corrections in Z->ee, which was mostly apparent for EE photons (/electrons). Also the Higgs seems to be slightly shifted towards higher values in first unblinded fits for HIG-23-014. Hence, the scale uncertainty receives a strong pull in the HIG-23-014 fits.

We discussed with L2s to do the following:

• have different NPs for EE and EB scale uncertainties
• increase the uncertainty by a factor which needs to be determined, e.g. 1.5 for EE

Plan: allow to specify the scale uncertainty to be split by EB and EE -> Scale_EB and Scale_EE, where the latter one can be scaled by a factor to be inserted in the code.
