double check all the tapers in LHC and HL collimators

Luca Gentini sent a list of all taper types in the LHC. This should be compared to taper_data.json, checking also the kind of taper associated with each collimator. Collimators_specifications_with_tapers_LucaGentini_20230616.xlsx
