Move to Vivado 2016.4 and Modelsim 10.6a

At the moment we're using Vivado 2016.1 and Modelsim 10.4d for our firmware build. We should move to Vivado 2016.4 and Modelsim 10.6a instead. This will implies the following tasks:

  • Install the new versions on all build machines.
  • Change paths called by CI YAML file.
  • Add requirements to README.md.
  • Change setupbuildTools.sh template (for completeness).
