Resolution definitions in TrackingGenfit

In MR !21 (merged) , I updated the definitions of the momentum resolution following suggestions from @hsieber , as well as the z position in order to provide more realistic constraints to the fitting (see also !21 (diffs)). Especially the latter heavily depends on the tracker position definition as well as the read-out plane position. It also has a worse resolution mostly limited by the uncertainty from the survey measurement (typically ~1mm). This is because with our current alignment tools, aligning the z position is quite difficult, if at all reasonably possible. In the case of MC, the internal placement of the sensitive volume, as well as where the hits are accumulated also plays a role, whereas the z position we provide for MC corresponds to the center of the full tracker volume.

Aside from the resolution for the x/y planes, these values are currently hardcoded, which we would like to address. We could also use this opportunity to define separate resolutions for the x and y planes.
