Update all IP cores to Vivado 2018.3

Almost everyone has now migrated to Vivado 2018.3, or even newer. In any case: the TCDS is the only user of the 5G SLINKExpress, and the TCDS is on 2018.3. It would be nice to update the IP cores in the central repository to the versions corresponding to Vivado 2018.3.
