POIAsimov not propogated to CustomAsimov

Description

When using CustomAsimov, POI-dependent NormFactors and ShapeFactors do not get applied in the CustomAsimov when POIAsimov key is set.

In reproducer config:

• BACKGROUND template is being replaced by a GHOST sample in Asimov (hence CustomAsimov is required).
• The SIGNAL samples 'tHjb_k1_a0' and 'ttH_k1_a0' get scaled by NormFactors and ShapeFactors dependent on the POI 'phase_over_pi'.

The prefit and postfit plots show the Asimov Data Yield equal to unscaled 'tHjb_k1_a0'+'ttH_k1_a0'.
