[Run2_2017] Prepare for Autumn18

This PR is in preparation to run over the Autumn18 samples. The changes are:

  1. Add the file lists for the Autumn18 samples which are currently finished
  2. Add the pileup reweighting histogram used for the Autumn18 samples
  3. Add the Autumn18 scenario
  4. Update the unit tests to add one for Autumn18
  5. Add the neff dict for the Autumn18 samples
  6. Add the HERMIT dictionaries needed for the ntuple production
