[Run2_2017] Add V18 file lists

Add some file lists needed for the V18 production.

Note: The FullSim samples do not have corresponding weight producer lines because they are signal scans using the CP2 tune. The fact that these use CP2 ensures that there aren't negative weights, which is good because the scan part of this will bypass the normal weight producer functionality and will behave more like a FastSim sample.
