Developments on LoopStatus

Bruce Joseph Gallop requested to merge devel_loop_status into devel

This is more involved, and might still need a bit of work, but the idea is to split up the LoopStatus class. One class is updated throughout the scan (LoopStatusMaster), to show where it currently is.

The LoopStatus is then created by calling record(), so the current state can be attached to RawData, Histo etc.
