Add build based on Felix setup

Matthias Wittgen requested to merge add_felix_build into devel
  • Use the Felix provided build environment to do a YARR build.
  • Build a YARR binary container based on the micro service Felix binary container
  • a new container with the lebel devel is build when merging into the devel branch
  • when tagging on the master branch a container with this tag is built and also labelled latest
