Draft: FELIX CML Bias Scan

Introduces new utility to loop through CML Bias values and read off the FELIX soft error counters for each settings. Assumes continuous phase tracking mode for optoboard, so no optoboard values are changed. Adds in app to run error counter (writes results to text file) and script to plot results from text file.

To-do while still a draft:

  • test on quad modules
  • verify output
