Bruce Joseph Gallop requested to merge draft_star_emu_checks into devel

This MR is basically a note of some checks that are missing from the libStarEmu tests. Either by TODO, or something that's commented out.

The failure that the first patch finds is fixed by !878 (merged) (not sending the ABC read register command to all HCCs).

The second patch enables a check that fails even though, as far as I can tell, all the expected packets should have been removed (is there an unexpected const somewhere?).

@ztao I don't know if you want to take a look at this?
