Remove plotting tools compilation in preparation for yarrtist

Removes plotting tools from the automatic download/compilation and installation.

Plotting tools will be retired due to lack of maintenance. A new project has been started to cover its features: https://gitlab.cern.ch/YARR/yarrtist
