Proposal to modify local sign-off functionality

The local sign-off functionality is indirectly causing issues with the PDB upload done later on (I can post more details if need but e.g. checking 20UPGM22110466 in PDB gives you an idea)

We do not want to block the users in case the upload to PDB fails for some reasons so in my opinion here is what we could do:

• upload to PDB by default when signing-off a stage (do not let the user choose)
• if the PDB upload fails for some reasons, display a message to the user asking him if he wants to proceed to local sign-off or completely cancel the stage sign-off
  • in both cases the partial uploads to PDB should be removed and stages reset to their original values on the PDB + localDB
  • in case of local sign-off, the module/children stages should be incremented in localDB and chip config files should be generated for the new stage on localDB
