minor issue with BTV position 117 & 118

While adding the BTVs in the LNI line I noticed a small inconsistency in the placement of those in the LNR sequence when using the drawing ELENA RING LAYOUT - ELENA SECTION 1.

In the file ELENA_ring.seq the sequence is curently

   LNR.BTVPA.0117:   BTV,      at = 2.9984  - 0.392/4;
   LNR.BTVPA.0118:   BTV,      at = 2.9984  + 0.392/4;

while I think it should be

   LNR.BTVPA.0117:   BTV,      at = 2.9985  - 0.090;
   LNR.BTVPA.0118:   BTV,      at = 2.9985  + 0.07954;
