Using wrong initial conditions for TT24, TT23 and TT25

The tracking we have from Pablo defines the initial conditions we are using for the target lines. We have to make sure we are taking the correct initial point. For the optics repo, I have always assumed those are calculated at the start of the splitter, but I then have a very misleading comment that the initial conditions are calculated at the end of it. @parrutia is checking.

The main issue though is that Rebecca used the initial conditions for the matching assuming those were taken at the end of the splitter. All the tracking studies are still corerct!
