Allow onedimensional equidistant binning in SurfaceArrayCreator (was ACTS-244)

Currently 1D binning in equidistant mode is not allowed. This problem was found while trying to use the simple example of DD4hep(https://github.com/AIDASoft/DD4hep/blob/master/examples/SimpleDetector/compact/Simple_CLIC.xml) together with ACTS.
