Surfaces/DiamondBounds can't be constructed, copy constructor also buggy (was ACTS-273)

DiamondBounds can't be constructed for the same reason as https://its.cern.ch/jira/browse/ACTS-268 i.e. it contains a private member m_valueStore which hides the protected, derived m_valueStore. If this deficiency is fixed, it does not compile because the copy constructor attempts to initialise the baseclass member instead of using the baseclass copy constructor.
