Fix Bugs in DD4hepPlugin & geometry building tools (was ACTS-287)

After merging the SubVolumeConfig bug fixes (ACTS-261) into the master the geometry building from DD4hep input is not working anymore. This is because there are two options how the volumes can be built. Either by using the provided shapes of the volumes or by going through the layers and find out the volume boundaries. Since the SubVolumeConfig was not set by default because of a bug the first way was never used. After the big fix several bugs have been found.
