Implement different radii for central and outer radii in SubVolumeConfig (was ACTS-288)

In the SubVolumeConfiguration of the CylinderVolumeBuilder there is only one possible rMin. However one SubVolumeConfiguration can be | nEndCap | Barrel | pEndCap | and can therefore have different radii. This should be considered.
