Unset parameters of Disclayer in DD4hepLayerBuilder (was ACTS-294)

When building the FCChhTkLayoutTracker the modules which have been shifted around the representing surface of the layer in the endcpas had been missing (see attached picture). The reason is that zMin and zMax are not set in the DD4hepLayerBuilder for the Discs. Therefore the layer had no thickness and only modules directly lying on the representing surface of the layer had been hit.
