Use logging macros outside of Acts namespace (was ACTS-356)

Right now, it appears it's not possible to use the ACTS_* logging macros outside of the Acts namespace, since they explicitly refer to the Logger class without the namespace.

Changing this shouldn't have an impact on usage inside the namespace, but would allow usage outside.
