Offer Convenience function to create Acts::IntrepolatedBFieldMap::FieldMapper (was ACTS-361)

Two convenience functions creating an Acts::InterpolatedBFieldMap::FieldMapper for most common BFieldMap formats (xyz, rz) should be offered in the Utilities for convenience and to avoid code duplication.
