Map<Identifer,DetectorElement> not filled anymore (was ACTS-380)

When the geometry is closed a map linking Identifiers to detector elements is filled when the geometry is closed. For some reason it is not working anymore and the map contains 0 elements for the highest tracking volume. This is because the elements are not collected for the confined volumes anymore.
