Update Clusterization to be faster (was ACTS-468)

The cluster merging and cluster creation which was shortly implementation was tested and it was found that it is very slow. Therefore the algorithm needs to be adapted.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
