Naming and redundancy of Aborters in Propagator (was ACTS-522)

The Propagator currently contains references to AbortList, stopConditions, AbortConditions. Also; the propagator uses internal targetAborters stored in Propagator::State. Since the result type does not depend on the aborters (they have no results), it should be possible to unify into one abortlist which contains the implicitly configured path limit and destination surface aborters.
