MultiParameters for GSF or multi track fitters

This issue will replace the old one. The MultiTrackParameters will be templated with CurvilinearParameters or BoundParameters, which contains a set of two same type parameters, now CurvilinearParmeters type is not in use.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
