Translation of passive layers from DD4hep to Acts

Currently, only the beam pipe is translated correctly as a passive layer.

With the new Acts::ActsExtension an update to the DD4hep translation is needed to translate the geometry.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
