Vertexing: Implementation of the AdaptiveMultiVertexFinder

The AdaptiveMultiVertexFinder needs to be implemented in order to enable the full vertexing chain being performed in ACTS. This implementation should directly include the performance updates described in https://cds.cern.ch/record/2665238.
