Consistent target naming

Switch to a naming scheme consistent with the Core. The proposal would be to use

ActsFramework...

for internal targets, e.g. the various algorithm modules and Io components and

Acts<Group>...

for combined tools. Typical executables should looke e.g. like this

ActsSimFatras
ActsRecTruth

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
