Problem of writing out all sim hits

Currently, the simulation can generate truth hits on all surfaces. But the truth hits are written out by the CsvPlanarClusterWriter after digitization. This means that, only hits on sensitive surfaces, i.e. digitized hits, are written out. In this way, the reconstruction has no way to get knowledge of all surfaces including those passive ones. This leads to difficulty in using DirectNavigator for KF fitting.
