Update jet recommendations

Dear ATLAS Colleagues,

We are very happy to announce the release of the R22 Run-3 pre-recommendations for R=0.4 Particle Flow jets from Jet/EtMiss.

There are three sets of pre-recommendations for the Jet Energy Scale & Resolution, for pile-up jet tagging and for jet cleaning. They are valid only for data and Monte Carlo simulation with the full ATLAS detector simulation. Studies using AtlasFast3 are ongoing.

1) Regarding the Run-3 JES/JER pre-recommendations, they consist of:
  * A Monte Carlo based calibration using MC23a samples (area subtraction, pileup residual, absolute Eta-JES and Global Sequential) 
  * The R21 'consolidated' in situ calibration, which is applied to Run-3 data (2022 and 2023)

Extra uncertainties 'bootstrap' both the in situ calibration, and the MC-based calibration when it is applied to MC23 samples by accounting for calibration non-closure across varying conditions.

2) Regarding the pile-up jet tagging updated recommendations, new calibration factors and their corresponding uncertainties for NNJVT and fJVT WPs have been derived individually for Run 2 and partial Run 3 (2022 and 2023) based on mc20 and mc23, respectively.

Cleaning cuts are now based entirely on PFlow jets (in R21, all cleaning cuts were derived from EMTopo jets). Studies have been done to apply the old cuts to PFlow jets down to 20 GeV.

We welcome feedback from analysis teams on these "Phase-2" pre-recommendations, and contributions to our activities to improve our understanding of the Run-3 and Run-2 data. As always, there is an up-to-date list of high-priority uncovered tasks in Jet/EtMiss on the following TWiki:
