New Global Pulse mapping for RD53C

RD53C has changed the action associated to each bit of the GlobalPulseConf register [1].

At the moment in Torino we have solved by adding a new GlobalPulseRoutesC in RD53BProdConstants, and by having each flavour pick the correct map.

I'm not sure the GlobalPulseRoutesC part of the solution is the best it can be done. Probably you can come up with something better; otherwise, we will make a MR with our current solution later next week.
