Enable NTuple storage on grid storage resources

Currently, the way NTuples are downloaded in the rucio download script supports only downloads to a path at the local storage. We need to make this configurable in order to store possibly large NTuples on a dedicated personal grid storage. It might be beneficial to do this by creating a rucio rule.
