action scaling effect of systematic uncertainties

For prospect studies and also possibly for various smaller tests we should be able to scale the effects of systematic uncertainties (i.e. their NPs) by some factor.

A simple scale factor introduced into the constraint terms is not sufficient as this would break the (pre-fit) normalization to 0 +/- 1 which would likely break the readability of pull plots (i.e. the constraint part)
