Timing requirements in submission tests

A bug has been discovered in CI job https://gitlab.cern.ch/atlas-caf/CAFCore/-/jobs/1383249. The submission controller waits for the two central jobs (_ uu_), submits the last one (___u) and exists. This takes at least three seconds. The test case requested an execution time of at least 6, which is a bug.
