source setup.sh and rebuild in setup scripts

@dguest not sure if you would agree whether this would be a slight timesaver, but I thought it could be nice to check for build/ and rebuild and setup upon running the setup scripts we have.

We could also add the first time build commands if build/ doesn't exist.

Maybe all of the above could be enabled by a build flag -b
