Remove TrackTruthDecroator

As I understand it TrackTruthDecorator is covered by TrackTruthDecoratorAlg. It would be nice to remove the former. I think the requirements are that:

• The alg does everything it needs to
• We're not using any derivations that don't have the alg run

@svanstro how far are we from this?
