New submit style

Dan Guest requested to merge dguest/training-dataset-dumper:new-submit-style into master

This cleans up the submit scripts for X->bb tagging so that we're no longer building on the grid. Apparently the build-on-the-grid workflow isn't recommended. Instead we use CPack to build pack files which are executed on grid cites directly.
