Correct HV_CAPACITOR_THICKNESS limit in analysis_cuts.json

As discussed in !196 (comment 9136209) and already featured in !258 (closed) (was closed in favor of !247 (merged)), the HV_CAPACITOR_THICKNESS needs to be corrected (instead of [2015, 2590] it has to be [2011, 2581]), see also:
