Remove cuts on TUNING_UNTUNED_THRESHOLD

There is discussion that we should remove the QC cuts for TUNING_UNTUNED_THRESHOLD_SIGMA and TUNING_UNTUNED_THRESHOLD_FAILED_FITS because they should not cause a module to fail QC. If the untuned threshold distribution is so bad that the tuning fails, then the QC cuts on the TUNING_TUNED parameters should catch the bad tuning and fail the module.
