add more checks common for IV-measurement issues

@lmeng's presentation in the Electrical Performance Working Group highlights a couple of common data-integrity related issues that could be caught by the component review:

  • Missing sensor tile depletion and breakdown voltages - should be -999 if no breakdown rather than ”no value”
  • Wrong or missing bare module breakdown voltage in test runs - should be -999 if no breakdown rather than ”no value” or any arbituary ones
  • Bare module IV with the wrong polarity - should only store absolute values in the PDB - need to implement additional protection in SW
  • Incomplete measurements
  • Missing bare module IV for some of the bare modules in a triplet
