WIP: VR veto recommendation

Implemented a function that returns a skimmed VR collection with non-overlapping jets. That collection is then used on for the b-tagging skim. Attached is the screenshot of the comparison of the standard cutflow and when by applying b-tagging in the non-overlapping collection - very small impact is seen (as expected). HOWEVER: xAODAnaHelpers only saves track jets with pT > 10 GeV, we need to modify their code.
