Improve time estimates, update scripts to allow for 20 new jO max and increase timeout of CI jobs

• When running logParser without -t the usual time limits should apply
• When running logParser with -t the time limit should not be checked
• In commit script and in run_athena implement check that < 20 jO are submitted
• Increase timeout of jobs to 5h => need to see if this affects the running time of other jobs and perhaps set up a dedicated runner? (we can't do this we need a dedicated runner)
