New dcm emulator, merge master into AthenaMT branch

- dcm_emulator and DFDcmEmuBackend more provides a realistic
  Data source emulation compared to DFFileBackend
- Changes in master related to athenaHLT and runHLTMPPy are
  now merged in AthenaMT work.
