implement meta-info merge and fill-gaps requests 

relevand to ADAMATLAS-384 and ADAMATLAS-382
fix bug if PBEAST base URL contains trailing slashes
4 jobs for !188 with isolov/tdaq-09-02-01/pbeast in 22 minutes and 34 seconds (queued for 1 second)
