Files with identical content (same SHA1) but different file permissions
cause confusing differences shown in GitLab. The file permissions of
68 files were set to 644 (ATLINFR-2011).

Required a fix to the python decoder, which wasn't interpreting end of field characters
correctly for larger entries (e.g. for chains with many inputs). The new method now
provides a python dictionary containing tuples, association chain counter, chain
name and lower chain name.

Fix frontier_client bug (ATR-17374)

It was noticed that one line frontier_client.py was missing the 'self' keyword,
causing problems for MAM. This is fixed in this commit.

The logic underlying the previous implementation was incorrect,
meaning results were being returned not just for the SMK in question
but for all. The new query requires an SMK as part of the lookup.

Also implemented new query to extract rerun prescales for general
use.

Update TriggerDB python access methods for Run 2, add new express stream prescale methods (ATR-16555)

Fix getChains method, which had been broken by the transition to the Run 2 database. Add new methods
to make it possible to obtain a list of express stream prescales from a given HLT PSK
Also fix frontier access classes for more robust variable type handling.

It has been discovered that when reading HLT prescales from COOL
an arbitrary selection (allowing only keys with ID <= 10000) is
applied. This is presumably a remnant from early testing and can
safely be removed.

As part of a tidy of of duplicate files in athena this patch renames an older
Trigger Configuration script, which shares the name of a newer version now part
of TrigConfxAOD. This script is not currently used by any automated test, and
as such the change is expected have no other dependencies.

When TrigConfReadWrite is unable to complete populating in-file metadata it
typically aborts in such a way that any reco job in which it is running does
not register the failure. This can then cause confusing crashes in later jobs,
as demonstrated in ATR-16121. This change will cause the tool to issue a 'FATAL'
to the log of the original job, meaning processing will stop at the point of
the original error.

Add python access methods to extract info from triggerdb (ATR-15799)

We are in the process of disabling the automated storage of trigger
menu and bunch group information in COOL for online running. Instead
processes will use COOL only for primary keys and then access the
Trigger database directly for the rest of the information. As part of
this migration we are adding extra python-based access methods for
TriggerDb information which are needed to enable various clients
(e.g. datasummary) to migrate from COOL.
