We're going to need to access some private members of Trk::TrackSummary
in Trk::TrackSummaryTool, and as such we mark them as friends.

	* Comply with ATLAS naming conventions
	* Tagging as TrkTrackSummary-00-23-16

	* Added out-of-bounds and non-deweighted hits to the muon ChamberHitSummary
