MuonLinearSegmentMakerUtilities, RPC_LinearSegmentMakerTool, TGC_LinearSegmentMakerTool. Un-needed const_cast and adding ATLAS_CHECK_THREAD_SAFETY

Updating the monitoring (used in the trigger only) of the muon segments eta/phi to use the global position instead of the direction. This makes a bit more sense, and also avoids one of the FPEs reported in ATR-23521.

Avoid warnings about copying uninitialized Eigen objects to std::optional.

There is no difference between the MuonStraightLineExtrapolator and the ordinary extrapolator, so there's no reason to have both. RunTier0Tests.py confirms no differences in the results from these changes.

As far as I can tell there is no difference between the MuonStraightLineExtrapolator and the ordinary Extrapolator, and RunTier0Tests reports no differences from this change.
So there seems to be no reason to have the MuonTrackCleaner use both of them, as suggested in ATLASRECTS-6328.
